Journalists massively overplay this.
Steel prices rose from a desperately low base in 2004, and almost got back to that same base in 2005. In 2006 the prices are moving up again due to high demand in Europe and the States, but it is far gentler than 2004.
The current prediction is for a 15% increase in the cost of the raw steel section and plate during 2006. This results in a 4% increase in the cost of fabricated and erected steel frames, and an insignificant increase in the total building cost of less than 1%.
